People are now asking authorities to explain how the criminal charge was settled.
One police says, "Abuse charges are for those who harm family members physically, the suspect is psychologically vacuous, so she became a thrill seeker by abusing children. This also had a negative impact on others, therefore, her behaviour is more close to that of causing a public disturbance."
