Despite Hainan local officials and tourists are expecting the offshore duty-free policy to greatly ramp up its competitiveness as a tourist resort, tourism experts are saying it's unlikely to make a dent on the nearby Hong Kong's attractiveness.
尽管海南当地官员和旅客都期望这项离岸免税政策能巨大提升海南作为国际旅游岛的竞争力，但是，旅游业专家称这不会冲击到香港的吸引力。
Hong Kong's duty-free policy is mature and has been attracting millions of shoppers from the Chinese mainland. But Hong Kong is an internatinal financial metropolitan city, while Hainan is a tropical island, so experts are saying Hainan's policy will not impact Hong Kong's tourism due to its different function.
香港的免税政策是成熟的，已经吸引了成千上万中国大陆购物者。香港是一个国际金融大都市，而海南则是一个热带海岛，由于定位不同，所以专家称海南此项政策不会对香港旅游业产生影响。
Meanwhile, experts are also confidence that the Hong Kong's simple precedure and less restrictions on using the duty-free policy will still be the first choice for many mainland domestic shoppers.
