China hoped the summit participants could discuss global issues in spirit of mutual benefit, so as to facilitate the recovery of world economy, safeguard the four nations' common interests and advance cooperation, Qin said.
China always adopted a "positive, pragmatic, open and transparent" attitude towards cooperation with other BRIC nations, Qin said.
Closer cooperation and exchanges between the four nations would be conducive to increasing the influence of emerging and developing countries, and promoting the development of multilateralism, he said.
Qin said the Latin American tour was aimed at seeking common development and deepening friendship as well as mutual trust.
The visit will be of great significance to cementing friendship between China and the three countries and pushing forward the China-Latin America relationship.
China's relations with Latin American nations were enjoying a rapid and comprehensive momentum of development, and "China believes the upcoming visit will be a success," Qin said.
