In his first press conference, Chrystos Stylianides says fresh EU funds should be used to finance a vast increase in health staff and hospital beds to treat patients in West Africa.

"We also need more beds, from 1,000 at present to 5,000 as soon as possible."

He also notes the EU is working on vaccine research and development.

The World Health Organization earlier announced the first stage of clinical testing of two kinds of Ebola vaccine has begun in the UK, America and Mali.

The new vaccine is likely to be put into use early next year.

Elsewhere,

A US nurse who worked in West Africa with Ebola patients has been released from a New Jersey hospital after being held in mandatory quarantine over the weekend.

New Jersey Governor, Chris Christie.

"We're very happy that she was released from the hospital this morning because she hasn't have any symptoms for 24 hours. And New Jersey is providing transportation for her back to (her) home in Maine where the Maine health officials will take over her care and monitor her from there."

Christie and New York Governor Andrew Cuomo jointly announced a 21-day quarantine policy on Friday.

But over the weekend the Obama administration condemned the mandatory quarantines.

Bruce Johnson, the President of Serving in Mission USA, says New York and New Jersey's quarantine measures were an "over-reaction to what is needed".

In Guinea, a new Ebola treatment center has opened in a town located about 100 kilometers east from the capital Conakry.

The new center is built to relieve pressure on health facilities in Conakry, where the majority of suspected Ebola patients have to travel for treatment.

Over 10,000 people have been infected with Ebola and nearly half of them have died so far this year.
