The front-runner in Afghanistan's bitterly disputed presidential election says he believes in a government of national unity and will seek to include his political opponent.
Former Finance Minister Ashraf Ghani insists that any political deal to end the crisis should not result in a "two-headed government."
"A national unity government is a government which will solve the problems of Afghanistan with a strong will. It cannot be divided; it cannot have two leaders."
Ghani was declared the winner in the preliminary results from the June 14 run-off ballot. The final results are expected some time next week.
His opponent, Abdullah Abdullah, has said he will not accept what he calls the "fraudulent" results.
Talks toward a national unity government are deadlocked over what powers would be given to the losing candidate in the newly created role of chief executive.
Ghani's camp says Abdullah has insisted that the chief executive is to have powers almost equal to those of the president.
The new position was part of a compromise brokered by U.S. Secretary of State John Kerry as Abdullah's supporters began taking to the streets, raising fears of widespread violence.
Some of Abdullah's powerful backers have threatened to create a parallel government, which could reignite ethnic tensions.
Ghani is strongly associated with the Pashtuns, the country's largest ethnicity, while Abdullah draws much of his support from ethnic Tajiks and Hazaras.
