It has been reported that China is set to release a slew of reform measures of the consumption tax in October this year.
It is widely believed the collection of that tax is likely to be handed over to local governments.
Observers are estimating the reformed consumption taxes will add some 160 billion U.S. dollars to the local government revenue.
