Meanwhile, Chinese counter-terrorism experts say evidence showed that the World Uyghur Congress masterminded Sunday's riot in Urumqi for political purposes. Our reporter Zheng Chenguang has more.

Reporter: Xinjiang police said Monday they had evidence that Rebiya Kadeer, the leader of the World Uyghur Congress, masterminded the Sunday riot. Police said they had obtained recordings of calls between overseas Eastern Turkestan groups and their accomplices inside the country.

He says the World Uyghur Congress has been seeking opportunities to carry out violent attacks in China. People have witnessed their violent activities during the 50th birthday of the region in 2005 and last year's Beijing Olympic Games. This year marks the 60th anniversary of the founding of the People's Republic of China, that's why the World Uyghur Congress has chosen this specific time to act.

"The long-term goal of the World Uyghur Congress is to establish a so-called independent state. But they couldn't reach their goal by simply chanting some slogans outside China. They sometimes carry out secessionist activities abroad to make a living. They need the support of foreign anti-China forces, so they inflame unrest in China to win their support, especially their funding."

Xu Jianying is a scholar with the Chinese Academy of Social Sciences. He said the World Uyghur Congress was formed in 2004 and has been carrying out secessionist activities under the name of human rights and ethnicity.

The scholar notes that the recent unrest in Urumqi has exposed their plots.

"There were some inflammatory remarks on their website and by their spokespersons when the riots took place. It proves that they appear to advocate human rights, but in fact carry out violence by conniving or inflaming these activities."

However, both experts note the riots couldn't change the fundamentals of stability and development in Xinjiang or in the rest of China.
