And that the Tianjin municipal government, situated in a region severely short of rainfall, should be more aware of the need to save water.
Finally the author suggests that the city planners and managers should regard the needs of the people and invest the huge amount of money in education, medical services or social security, rather than large projects which ostensibly showcase their achievement.
