网店实名制时代即将到来

根据国家工商总局6月1号公布的《网络商品交易及有关服务行为管理暂行办法》,从今年7月1号起,个人开网店实行“实名制”,需提交姓名、地址真实信息。国家希望通过此举调控电子交易行为,保障消费者权益。但以后还能在网上买到相对便宜的商品吗?我们拭目以待吧。

The new regulations say people who want to start an online store must hand in applications by providing their personal information including their real names and address, when registering with the e-commerce agents.

In addition, consumers should be provided with a receipt when they buy through online shops. E-receipt can also be taken as credible in possible consumer disputes.

When personal information of consumers is required for online shopping, the new regulation says that the online shop owners are obliged to protect consumer's private information. Leasing or trading that information without consumer's permission is prohibited.

Regulation on e-trading has been a hot issue discussed by policy makers in China. However, the regulators are always in a dilemma when it comes to e-trading, an emerging industry in China. Because loose regulation will harm consumers' interest, while strict regulations might impede the development of the new industry.

Some people say it is good news for consumers as it will help prevent Internet trading fraud and encourage online retailers to improve their services. But opponents expressed concern that the measure could increase retailers' costs, and especially bring more difficulties for newly graduates starting their own business.

Professor Lv Benfu from Chinese Academy of Sciences has been engaged in research of e-trading. He says:

"The new regulation should be carried out in differents way among different groups of online shop owners. For example, for those young people or new graduates who start their business for the first time, we should think about providing them a privileged space to run their online business."

According to data from the China Internet Network Information Center, the number of the country's online shoppers jumped about 39 percent year on year to about 88 million as of last June. The volume of online shopping in the first half of this year reached over 119 billion yuan or about 17 billion U.S dollars.
